UK Ofqual A-Level Algorithm Downgraded State School Students
Ofqual / UK Department for Education
What happened
During COVID-19, Ofqual used a standardisation algorithm to replace A-level exams. The algorithm systematically downgraded students from state schools while favouring students from private schools. Nearly 40% of teacher-predicted grades were downgraded.
Root cause
Algorithm optimised for statistical consistency at population level without assessing individual student fairness; historical school performance used as proxy for current student ability.
Architectural failure
No bias impact assessment across socioeconomic demographics; no human override mechanism for individual students; no appeals pathway integrated prior to deployment.
Outcome
Government reversed the algorithm results within days. Led to Ofqual review and ongoing debate about algorithmic accountability in public services.
